News Articles regarding public swimming pool drowning deaths

State and local papers such as the Livonia Observer, Detroit Free Press and Detroit News reported pool patrons were concerned about a slow rescue response when a 15-year old boy drowned in a Livonia, Michigan public swimming pool. Although the Livonia, Michigan Parks and Recreation superintendent Ronald Reinke said all lifeguards hired by the city are certified in lifesaving techniques and certified in performing cardiopulmonary resuscitation he failed to disclose that 50% of the on-duty lifeguards when a boy drowned were not currently certified. Their certifications in cardiopulmonary resuscitation, a critical lifesaving skill had expired. After reviewing these news reports, the Water Safety Division of Communications Electronics, Emergency Operations Center started an independent investigation.
