Shipping, Handling and Insurance Fees

   CEI's official shipping partner is United Parcel Service (UPS) which delivers to the contiguous continental United States excluding Alaska.  Some parts of Hawaii and Alaska are also covered by UPS Air Service.  UPS will not deliver to P.O. Boxes or P.O. Box Zip codes, APO and FPO addresses, and many foreign destinations.
   For addresses not deliverable by UPS, we use U.S. Postal Service (USPS) Priority Mail®, Air Parcel Post, or Express Mail Service. We also ship Priority Mail®, Air Parcel Post, or Express Mail Service to the areas of Canada, Puerto Rico, Hawaii, Alaska, and the U.S. Virgin Islands which are not serviced by UPS.  The shipping, handling and insurance charge for Priority Mail or Air Parcel Post service to Canada, Puerto Rico, Hawaii, Alaska, Palau, Kingman Reef, the Federated States of Micronesia, the Islands of American Samoa, Baker, Northern Mariana, Howland, Guam, Jarvis, Johnston, Midway, Marshall, Palmyra, Virgin or Wake, P.O. Box or APO/FPO delivery, are two times the continental United States UPS ground rates. Express Mail Service delivery is three times the continental United States UPS ground rates.
   Add $40.00 per weather station or scanner/radio product for UPS ground shipping, handling and insurance in the 48 contiguous continental United States unless otherwise stated. Add $20.00 for UPS Ground shipping for all accessories. Shipping, handling and insurance charges to Puerto Rico, Hawaii, Alaska, and the U.S. Virgin Islands are $80.00 per weather station or scanner/radio product for insured US Priority Mail shipping. Add $20.00 for US Postal Service delivery. Add $20.00 for required customs documents for shipments outside the USA. For UPS second day air service to the continental United States, the shipping, handling and insurance charge are two times the continental United States UPS ground rates. For UPS next day air service to the continental United States, the shipping, handling and insurance charge are three times the continental United States UPS ground rates.  For same day service, CEI uses UPS Express Critical.    To increase the integrity and security of your shipment and to properly track your order, an in-person adult signature maybe required for any delivery. Positive government issued photo identification maybe required for package delivery. Signature release is not permitted.
Our freight carriers cannot leave the shipment based on a message or a signature before delivery. Accordingly, it is your responsibility to supply a valid delivery address prior to shipment. If an address change or address correction has been made by you or the freight carrier after shipment, a $10.00 US service fee will be conveniently billed to your credit or debit card for this service. In the United States, delivery addresses maybe authenticated using the United States Postal Service web site. When there is a difference between the information submitted by you and the Postal Service database, we will use the information from the postal service on-line data base. Incorrect addresses or incorrect zip codes submitted by you resulting in your package being shipped and/or delivered to the wrong address, resulting in loss, will be your financial responsibility. Even though your selected freight carrier may offer a time-in-transit guarantee, freight shipments delayed in transit through no fault of Communications Electronics will not have their shipping fees refunded when due to any reason such as a weather delay, common carrier routing or delivery error, delay due to equipment or common carrier personnel.
   A $10.00 US service fee will be conveniently billed to your credit or debit card for shipping to an alternate address.
   With the exception of non returnable CEI E-Value and special order items, your satisfaction is guaranteed on all Uniden products or return the item, freight prepaid in unused condition in original packaging within 61 days from the date of purchase for refund, less shipping/handling/insurance charges.  Items must be purchased from Communications Electronics and returned within 61 days from the date of purchase with the CEI original invoice to be eligible for refund or exchange. Refunds will not be given for shipping, handling or insurance charges and/or extended warranties. All returns must include original factory box, original factory packaging (foam, plastic, wrappings, etc.) blank, unfilled warranty cards, all instruction booklets and paperwork. Do not deface the original factory cartons or packaging in any manner. We will not accept a return if packaging is not in its original condition. All returned merchandise must be in its original mint and clean condition. Returns on damaged or scratched merchandise will not be accepted. All returns must include all the factory accessories which come with the item. For example, a handheld radio scanner must be returned with its original battery, charger, earphone, straps, etc. No returns will be accepted if any of these packed accessories are missing or damaged. Opened software may only be exchanged for the exact same item and may not be returned for a refund. Communications Electronics will not accept the return or exchange of any item if the UPC code has been removed from the packaging. Refund on purchases made with a credit or debit card will only be credited to the same card. For packages returned by a freight carrier due to no one available at the delivery address, a return shipping fee equal to the outbound shipping and handling change will be deducted from any refund.

Orders from the public are welcome. CEI distributes only new factory fresh merchandise. Communications Electronics, Emergency Operations Center is a participating agency with Michigan Urban Search and Rescue (MUSAR). For more information on Urban Search and Rescue, visit the Fairfax County Urban Search and Rescue or the Michigan Urban Search and Rescue web site. CEI has a continuing responsibility to provide a responsive National Security and Emergency Preparedness (NS/EP) service. Accordingly, priority is given to orders needed for NS/EP functions. For efficient provisioning or restoration of NS/EP services, all orders should be placed on-line by clicking on "click to order." In the comment section, specify if your order is for one of five criteria categories receiving priority in the CEI NS/EP mission. These categories are, a) National Security Leadership, b) National Security Posture and US Population Attack Warning, c) Public Health, Safety, and Maintenance of Law and Order, d) Public Welfare and Maintenance of National Economic Posture or e) Disaster Recovery.

All Communications Electronics packages scheduled for air or interstate shipment are packed using material designed to make our parcels easy to inspect using X-ray by the Department of Transportation or Federal Aviation Administration prior to being loaded aboard aircraft or other transportation. Federal, state, local government and other authorized clients using the Government Emergency Telecommunications Service (GETS) to contact CEI are reminded to have your telephone and facsimile number(s) preregistered with CEI. All calls to CEI are automatically identified and prioritized to your point of contact (POC) based on the telephone number used on the origin of your call. If your order is placed from a telephone number not associated with an identified agency or does not use the 710 area code, your call will not automatically receive preferential treatment to services enrolled in the CEI (NS/EP) program unless you also use your CEI assigned PIN with your call. Orders must be received at CEI by 7:45 AM Eastern Time (1145 hours Zulu Time) for same week day shipping, without an expedited processing fee. There is no shipping on Friday. Orders placed after the same day deadline of 7:45 AM Eastern Time until 8:45 AM Eastern Time who request same day "after deadline" shipping, add $15.00 for emergency special handling service. Michigan residents add 6% sales tax or supply tax exemption number and reason for tax exemption. All prices are in U.S. Dollars. Written purchase orders are accepted from approved government agencies and most well-rated firms at a 10% surcharge for net 10 billing. All sales are subject to availability, acceptance, verification and authentication. We may not be able to complete your order, or complete it in a timely manner, if you don't give us each item of information we request accurately or enter your order after published order deadlines. Giving us the information we ask for is voluntary. For the protection of our customers, on all internet or telephone orders where the credit or debit card is not present, billing and delivery addresses are verified. When the delivery address is different from the primary billing address printed on your monthly statement, the requested alternate delivery address must be on file with your card issuer and must exactly match your card issuer’s records. Terms and conditions of the applicable freight service will apply. If Michigan sales tax was omitted for an order shipped to the State of Michigan or not correctly calculated, then we may audit and correct the Michigan sales tax without further notification to you. If an order is submitted with prices different than the CEI published advertised price, then we may audit and correct this price difference up to and including $55.00 without further notification to you. CEI and our freight partners assume no responsibility for the inability to complete a delivery due to incorrect or missing information on your order form, whether or not CEI or our freight partners attempt to notify the recipient or sender.

   Out of stock items will be placed on backorder automatically or equivalent product substituted unless CEI is instructed differently.
No COD's.
   All special order merchandise must be paid in full at the time of the order. Once a special order has been placed, and the order is accepted for order entry by Communications Electronics, it is NON-CANCELABLE and NOT RETURNABLE. Special orders are generally items that are made to order by the manufacturer and are not normally stocked by CEI. All orders for special order items should be submitted using the official Communications Electronics order form by e-mail, facsimile or regular postal mail. A special order item is your financial responsibility the instant you ask Communications Electronics to order it for you and CEI accepts your order.
   Non-certified and foreign checks require bank clearance. Checks are accepted only as a conditional payment. If a check payment is not honored by a bank, your invoice is unpaid and is subject to a minimum $35.00 additional fee. With the exception of DX and DO rated orders received under the Defense Priorities & Allocations Systems (DPAS), and orders meeting the criteria for the CEI National Security/Emergency Preparedness (NS/EP) mission categories, all orders are processed in the order received after clearance of payment.  Most items we advertise are in stock, and will be shipped to you as soon as we can process your order. Our United States customers usually receive their merchandise in less than one week after they place their order with a certified check or credit card.  If an item is temporarily out of stock for over 29 days, we will send a notice.
   Except for special order items, you may cancel your order any time before processing your order without a charge. Rarely will you have to wait longer than one week.  If you place an order for product not yet released by the manufacturer, and then decide not to wait for delivery, we will be happy to return your payment within ten business days after clearance of payment. If payment was made by non-certified check, we require bank clearance before we will issue a refund.  Shipping, handling and insurance charges are not refundable.

   The warranty of the product(s) you purchase from Communications Electronics Inc. is between you and the respective manufacturer, whatever is so stated in writing by the manufacturer. Most products that we sell have a manufacturer's warranty. Free copies of warranties on these products are available prior to purchase by writing to CEI.  You may also find warranty information on the internet. A copy of the warranty is usually included in the packaging of the product. For a free service extension plan, we recommend you charge your order to credit cards offering free benefits such as extended warranty coverage on new Bearcat scanners.


International Ordering Information

   All sales on accessories are final.

   Communications Electronics Inc. welcomes orders from foreign countries.  Our Export Division is devoted exclusively to overseas orders and has expert knowledge of packing, crating, routing, insurance, and the electrical voltage and cycles in most foreign countries.  Since Communications Electronics Inc. has many international shipments to over 210 countries, we can also save you up to 10% of overseas shipping expenses.  We offer next day delivery to Europe and two day delivery to most of the world. Some of our technologically sophisticated electronic items such as data and voice encryption scramblers or defense communication products may not be exported without prior approval from the United States Department of State, Office of Defense Trade Controls (DTC), Bureau of Political-Military Affairs, in accordance with §§ 38-40 of the Arms Export Control Act (AECA) (22 U.S.C. 2778-2780) and the International Traffic in Arms Regulations (ITAR)(22 C.F.R. Parts 120-130), therefore allow additional time for approval if necessary for an export license.
   International Shipping Notice - Carriage hereunder is subject to the rules relating to liability and other terms and/or conditions established by the Convention for the Unification of Certain Rules Relating to International Carriage by Air (The “Warsaw Convention”) and/or the Convention on the Contract for the International Carriage of Goods by Road (the “CMR Convention”). CEI commodities, technology or software are exported from the United States in accordance with the Export Administration Regulations. Diversion contrary to United States law is prohibited.

International Payment Options

  Credit arrangements may also be made at the time you place your order. We cannot accept international C.O.D. orders.  Complete the CEI order form from this web site. You may use one of four methods of payment for your merchandise. In order of preference: (1) Send an International cashier's check or postal money order in U.S. dollars. If you do not pay us in U.S. dollars, we may refuse to accept the payment or charge you a minimum of $50.00 to convert your payment to U.S. dollars. All checks must be drawn on financial institutions in the United States and must be MICR encoded for automated clearance by U.S. banks. A charge of $50.00 will be added for all checks processed for collection or we may refuse to accept your payment. (2) Most individuals find that it is very convenient to use their credit cards. We accept the following credit cards: Discover, Visa, Master Card, American Express, IMPAC, or Eurocard. Except for the country of Canada, all international orders must be submitted by mail or fax using the order form from our web site www.usascan.com. To use your credit card for international transactions, mail to CEI or fax to CEI at +1-734-663-8888 a legible photocopy of the front and back your credit card, your latest billing remittance stub and the signed CEI order form from this web site. Orders submitted without this required information may not be accepted or processed.  (3) If your order is over $15,000 U.S. dollars, you may provide an irrevocable international letter of credit with all bank charges paid by you. A service fee of $150.00 will apply.
   Payment for merchandise must be received in U.S. funds prior to shipment for all foreign destinations. When we ship your freight collect, you agree to pay all freight, insurance and documentation charges when your order is delivered at your airport.
